What is kuntakoodi and why does it matter for freelancers?

Kuntakoodi is the municipality code Finnish authorities use to identify your municipality of residence for tax and population-register purposes. For freelancers, it is not something you put on every invoice — but it shapes municipal income tax and the data your accountant sends to Vero.

What the code represents

Each Finnish municipality has a numeric kuntakoodi. The code links you to that municipality’s tax rate (kunnallisveroprosentti) and statistical reporting.

Your code usually follows your registered address in the Population Information System. Freelancers who move should update their address promptly so prepayments and tax cards match the correct municipality.

Municipal tax and your tax card

National income tax and municipal tax are combined on your tax decision (verotuspäätös) and withholding. A higher municipal rate in Helsinki or Espoo reduces net pay compared with a lower-rate municipality, even at the same gross invoice total.

The kuntakoodi on Vero’s records should match where you lived on 1 January. Moving on 2 January does not rewrite the prior year; it affects the following year’s rate unless special rules apply.

Remote work and multiple locations

Working from a summer cottage or client site does not automatically change your municipality of residence. Tax residence is about where you actually live, not where you open your laptop most often.

If you genuinely relocate — for example from Turku to Tampere — update your address and expect the kuntakoodi to change for the next tax year. Keep move dates in your records for accountant questions.

Bookkeeping and payroll handoffs

Accounting exports for Finnish payroll or annual filing may include municipality fields derived from employee or owner address data. Sole traders often see kuntakoodi on tax certificates rather than on sales invoices.
